WBC Legislation Continues to Move through the Legislative Process

The House of Representatives approved the FY 2017 National Defense Authorization Act (NDAA).  The NDAA includes the Women’s Business Center bill that was passed by the House Small Business Committee in March.
The Women’s Business Center Program section of the NDAA:
  • Authorizes an increase in the WBC program to $21.750 Million
  • Increases WBC grant levels to up to $185,000
  • Authorizes additional funding of up to $65,000 for new projects for existing WBCs
  • Allows matching funds waiver limited to two consecutive years
  • Eliminates overmatch restrictions
  • Requires SBA to submit a plan for a WBC accreditation programs
We are working with Senate Small Business and Entrepreneurship Committee staff to attach their version of the WBC bill, passed by the committee last fall, to the Senate version of the NDAA.  There are differences between the House and Senate WBC bills– the Senate version increased the grant level to $250,000.  The House and Senate committee staff are discussing how to reconcile the two versions.
This is a major step in the process of passing the WBC legislation.  What seemed like a long-shot for passage earlier this year, now seems like a strong possibility.
